Uzbekistan SMS and call advertising rules from 1 November

An unsolicited promotional text, an evening call offering a loan or a message from an unfamiliar business can leave subscribers unsure what to do. From 1 November 2026, the requirements in paragraph 11 of Presidential Resolution No. PP-265 of 15 July 2026 apply. Here is what they cover and how to document a possible breach.

What changes

  • Consent for SMS advertising. Individuals and legal entities offering goods, work or services through promotional SMS must first obtain the recipient’s written or electronic consent.
  • Restricted hours. Advertising calls and notifications through mobile telecommunications networks are prohibited from 18:00 to 09:00.
  • Blocking the operator’s advertising. Mobile operators must fully or partly block the advertising calls and notifications they themselves distribute when a subscriber requests it. This is not a guarantee that an operator will block every advertisement from every business.
  • Registration of systems. Legal entities providing advertising call and SMS delivery services may provide those services after registering their information systems in the State Register of Personal Data Databases.
  • Consequences of breaches. Failure to comply constitutes a breach of advertising and personal data legislation and provides grounds for appropriate measures. Paragraph 11 does not set specific fine amounts.

Legal basis: paragraph 11 of Resolution No. PP-265.

Advertising or an order update

Look at the message’s content and purpose. “Discount on a new product until Sunday” is an example of a promotion. “Your order has been handed to the courier,” without an additional sales offer, is an example of a service update. These are practical illustrations, not a legal ruling on any particular message. Adding a promotion to a delivery update may change its character.

What consent means

The provision expressly refers to written or electronic consent for promotional SMS. A purchase or a phone number supplied for delivery should not, on its own, be treated as confirmed advertising consent. If you do not remember consenting, ask the sender to explain when and how consent was obtained. Tell the sender if you no longer want promotional messages.

The SMS-specific consent provision should not be presented as an automatic ban on every daytime advertising call made without consent. The restriction on hours does, however, expressly cover advertising calls.

Steps a subscriber can take

  1. Save the message, sender’s name or number, date and time. For a call, keep the call-log entry and a short note of what was offered.
  2. Contact the operator through an official support channel. Request full or partial blocking of advertising distributed by the operator itself. Ask separately about options for dealing with other senders.
  3. If you know the sender, ask it to stop sending advertising. Keep your request and any reply.
  4. If a suspected breach continues, contact the Competition Promotion and Consumer Protection Committee. Its official call centre lists 1159 and 71-207-48-00. The Committee’s contact page also links to an online submission channel.

Do not post your phone number, private correspondence or verification codes in public comments. Send necessary evidence through an official complaint channel.

Sample complaint

Please review an advertising message / call received on my number [number] from [sender] on [date] at [time]. The offer concerned [brief description]. I did not consent to promotional SMS / please verify the record of consent [retain the accurate option]. I previously contacted [recipient, date], with the following result: [result]. I attach [screenshots, call details, response]. Please send the outcome to [contact method].

Use only accurate information. State that you did not consent only if that is true in your circumstances.

Frequently asked questions

Are all SMS messages now banned?

No. The requirements discussed here concern advertising communications. Not every text message is an advertisement; its content and purpose matter.

Can an advertising text be sent in the evening if I consented?

Consent to promotional SMS does not remove the prohibition on mobile advertising from 18:00 to 09:00.

Must an operator block advertising from every business?

Paragraph 11 requires blocking, in full or in part at the subscriber’s request, of advertising distributed by the operator itself. Ask your operator about additional options.

What if a suspicious link promises to stop advertising?

Avoid suspicious links and do not disclose verification codes. Use the operator’s official website, app or known support number.

Does this automatically cover Telegram and WhatsApp?

Do not automatically apply every mobile SMS and call rule to messaging apps. The rules applicable to a particular channel require a separate assessment.

Is there a fixed fine for every message?

Paragraph 11 does not set a fixed per-message fine. Assessment and enforcement depend on the applicable legislation and the circumstances.

What should I save before contacting the authorities?

Keep the SMS text, sender’s name or number, and the date and time received. For a call, keep the call-log entry and a brief description of the offer. If you already contacted the sender or operator, include your request and the reply. Share evidence through an official channel, not in public comments.

Must I wait for another message before submitting a complaint?

The steps above do not make repeated advertising a condition for contacting the authorities. If you believe a breach has already occurred, you can describe that incident and submit the available information for review. Do not present the breach as proven: the competent authority assesses the circumstances.

Useful information for customers

Store terms are available separately: the Schetchik.uz bonus programme and returns and exchanges (Russian-language pages). These pages do not replace consent to promotional SMS.

This article is general information. It does not promise that the new requirements will eliminate all unwanted messages or telephone fraud.
