No meter at the water intake? Businesses may get 10 days — but conditions apply

No meter at the water intake? Businesses may get 10 days — but conditions apply

No meter at the water intake? Businesses may get 10 days — but conditions apply

Does your organisation abstract water without the required metering equipment? From 1 January 2027, a first breach within a year may lead to a warning and an order to remedy it within 10 days. This is conditional, rather than an automatic grace period for every business.

What changed, and when?

Cabinet Resolution No. 585 of 21 October 2026 took effect on 22 October. It updates the procedure for financial sanctions. The first-warning rule specifically applies from 1 January 2027. Sanction rates are already set by Article 164 of the Water Code: presenting them as entirely new penalties that first appear in 2027 would be misleading.

Does this concern your organisation?

The provisions address legal entities breaching the rules for abstracting water for agriculture, fisheries, industry, energy and domestic or utility needs. Start with the intake, contract, allocation limit and any required permit. This is not a blanket new fine for every flat or shop connected to an ordinary water supply. For a particular site, establish the water source, supply arrangement and applicable requirements first.

When are 10 days allowed?

From 2027, the warning rule applies to a first breach within a year where no harm has been caused to people’s life or health or to other people’s property. The Inspectorate issues a warning and an order through suvnazorat.uz. Failure to remedy the breach within 10 days leads to a financial sanction. Checking the intake before an order arrives gives you time to select, install and document the equipment.

Understanding the amounts

The rate relates to the volume abstracted in breach of the relevant requirement, not automatically to the organisation’s entire annual consumption. The examples use the base calculation value (BCV) of UZS 440,000 applicable on 27 October 2026. Check it again for 2027. A repeat breach within one year after a financial sanction attracts five times the relevant amount.

BreachPer 1,000 m³Example at a BCV of UZS 440,000
Without regulation and metering equipment5% BCV22,000 UZS
Above the allocated limit20% BCV88,000 UZS
Without a water abstraction contract30% BCV132,000 UZS
Unauthorised water abstraction30% BCV132,000 UZS
Without a special water-use permit where required40% BCV176,000 UZS

Example: 10,000 m³ without required metering

10,000 ÷ 1,000 × 5% × 440,000 = UZS 220,000. If legally classified as a repeat breach under Article 164, the example becomes UZS 1,100,000. This illustrates the arithmetic, not an Inspectorate decision. The established volume, type of breach and applicable BCV matter; fixing one deficiency does not resolve other breaches.

Indicative sanction calculator

Enter the volume abstracted with the selected breach. Formula: volume ÷ 1,000 × rate × BCV. Partial thousands use proportional arithmetic; legal rounding rules are not modelled.

Base amount—
Including repeat-breach factor—
50% of the calculated amount—

The 50% figure is a comparison only, subject to the conditions for voluntary payment within one month. It does not establish entitlement to a reduction. This is not an Inspectorate decision or legal classification.

Payment: half the amount or instalments

The Ministry of Justice explains that voluntarily paying 50% within one month of receiving the decision and sanction calculation releases the entity from paying the remainder. An alternative is paying the full amount over no more than six months, at least one sixth each month, with the first payment made within one month. Do not combine these into a promise of “half the fine over six months”. An appeal suspends the sanction process and its time limit while it is being considered.

What to check before an inspection

Compare the actual intake arrangement with the documentation. Locate the contract, allocation limit and permit where required. Check regulation and metering equipment, the instrument passport and metrological documents, installation conditions and reliable evidence of volume. Assign responsibility for orders and deadlines. This is a practical preparation list, not a guarantee of regulatory acceptance.

Select the meter for the installation

You need minimum and maximum flow, pipe diameter and material, water quality, pressure, temperature, power, communications and available straight pipe lengths. Check metrological requirements, documentation and acceptance of the installation separately. DN100 does not make a meter suitable for every intake. A modem transmits readings; it cannot replace a permit, contract or a compliant installation.

A kit to discuss during preliminary selection

The Schetchik.uz catalogue includes the Pulsar-100 + modem kit: a DN100 ultrasonic meter with remote reading transmission. Water and installation suitability, documents and kit contents must be checked before ordering. Confirm price and availability when enquiring.

Frequently asked questions

Is this a new fine for homeowners?

No. This article concerns financial sanctions for legal entities breaching water abstraction rules. Household bills and apartment meter verification are separate issues.

Can businesses ignore metering until 2027?

No. The first-warning rule starts in 2027; this does not mean all metering duties and sanctions begin then.

Does a first breach always mean a warning?

No. It must meet the conditions, including a first breach within a year and no harm to people’s life or health or other people’s property.

How long does the order allow?

Under this rule, 10 days to remedy the breach. Track the relevant document and deadline, rather than the date of this article.

Why is the sanction not a single flat sum?

Article 164 links rates to the BCV and each thousand cubic metres abstracted in breach. Volume and legal classification must be established.

Will the BCV remain UZS 440,000 in 2027?

This article makes no such promise. That is the value on the preparation date; check the applicable BCV for an actual calculation.

What is a repeat breach?

Article 164 refers to a repeat within one year after a financial sanction. The legal classification of the case matters.

Can half the amount be paid over six months?

Do not mix the options. Reduced voluntary payment within one month and instalments of the full amount are separate mechanisms.

Does buying a meter make the intake compliant?

No. Suitable equipment, correct installation, acceptance and water abstraction documents are also needed.

Does the calculator determine the actual sanction?

No. It calculates arithmetic from your selected rate, volume and BCV. It does not determine eligibility for a warning, reduction or instalments.

At your site, is documentation or equipment selection the bigger challenge?
