Two Cold-Water Meters: When You Need Them and How to Install

Two cold-water meters are usually needed when a property receives water through two independent inlets and one meter cannot measure all consumption. For example, the kitchen may be connected to one riser and the bathroom to another. If all water passes through a common meter before branching to different rooms, having a separate kitchen and bathroom does not itself require a second meter.

Updated: 20 October 2026. This article addresses conditions in Uzbekistan.

💧 When are two cold-water meters needed?

The number of meters depends on the routes by which water reaches your taps. Independent inlets and metering locations matter more than the number of rooms or fixtures.

Situation Metering arrangement Key point
The kitchen and bathroom receive water from different risers Usually a separate meter on each inlet to the apartment A kitchen meter cannot measure the bathroom supply
One inlet branches to the kitchen and bathroom One common meter before the split can measure all consumption Separate rooms do not themselves require another meter
A common meter is followed by an additional branch meter Total metering plus monitoring of part of the consumption The branch volume is already included in the total
Two meters are installed in series on one pipe The same flow is measured twice Their consumption figures must not be added together

This table explains the metering principle. The final locations of billing meters depend on the individual property and its approved arrangement.

Two risers do not always mean two apartment meters

A riser is a shared vertical building pipe. An apartment meter normally measures water on the branch serving that apartment, rather than consumption through the entire riser.

If you see two adjacent pipes, establish their purpose first. One may carry cold water and the other hot water. Some pipes may simply pass through without supplying your property.

A practical question for the installer: “Does all cold water entering my apartment pass through one accessible metering point?” If not, establish how the remaining independent supplies will be measured.

How to calculate consumption from two meters

For two independent inlets serving one property under the same billing arrangement, calculate consumption for each meter over the same period, then add the results.

Meter Previous reading Current reading Consumption
Kitchen 120 m³ 124 m³ 4 m³
Bathroom 250 m³ 257 m³ 7 m³
Total consumption 11 m³

A different arrangement: a common meter records 11 m³, while a kitchen branch meter downstream records 4 m³. Total consumption remains 11 m³. Adding 11 and 4 would count the kitchen consumption twice.

When reporting readings, enter the current value for each registered meter in its corresponding field. Do not replace the individual readings with a combined figure unless your supplier specifically requires this method.

Arranging installation in Uzbekistan

  1. Document the existing arrangement. Photograph the inlets, meters and visible connections.
  2. Agree on the solution with the water supplier. Clarify meter locations and the procedure for changing the arrangement.
  3. Select suitable equipment. Before purchasing, check that the model can be accepted for billing.
  4. Use a qualified installer. Assembly components and operating position follow the design and meter documentation.
  5. Complete commissioning. Supplier sealing and a formal record identifying the meters are required.
  6. Check registration. Match serial numbers and initial readings to the documents and supplier records.

my.gov.uz provides an application service for installing, removing and sealing a cold-water meter. If the service page does not open, search the portal by its name or contact a Public Services Centre.

Installation checks

  • Specifications: diameter, flow range, temperature and pressure must suit the operating conditions.
  • Position: check the specific model’s documentation for permitted horizontal or vertical installation.
  • Direction: water flow must follow the arrow on the body.
  • Assembly: filters, valves, backflow protection and straight pipe sections follow the approved arrangement and instructions.
  • Access: allow space for reading, seal inspection and maintenance.

After installation, the installer checks for leaks and confirms meter operation when taps are opened. A household meter’s measuring mechanism should not be adjusted or “calibrated” by the customer.

⚠️ Mistakes to avoid

  • Leaving a second independent inlet unmetered.
  • Adding consumption from a common meter to a downstream branch meter.
  • Connecting branches from different risers without approval: this can cause crossflow and disrupt the system.
  • Removing seals or changing the billing arrangement without documentation.
  • Treating a factory seal as a substitute for supplier sealing.
  • Selecting a model solely by thread diameter or a remote-reporting claim.

Will a separate irrigation meter save money?

An additional meter can help monitor a particular branch. However, it does not automatically create a water or sewerage discount.

If wastewater discharge is lower than the supplied water volume, paragraph 92 of the Rules approved by Cabinet of Ministers Resolution No. 194 provides for submitting justified calculations to the supplier. Clarify the procedure for recognising separate metering beforehand.

An irrigation meter also does not replace compliance with applicable local restrictions on drinking-water use.

When are two cold-water meters useful?

Two meters allow separate measurement where water enters a property through two independent inlets, such as separate supplies to the kitchen and bathroom. Each meter measures the water passing through its own inlet.

Can one meter measure water used in both the kitchen and bathroom?

Yes. If all cold water passes through one common meter before the pipe branches, that meter can measure consumption in both rooms. Having separate rooms does not itself require a second meter.

Do two meters mean paying twice for the same water?

No. With two independent inlets, you add the consumption recorded on each inlet. For example, 4 m³ in the kitchen and 7 m³ in the bathroom equal 11 m³ in total. The same water is not counted twice.

How do I calculate consumption from two independent meters?

For each meter, subtract the previous reading from the current reading for the same reporting period. Then add the two consumption figures to find the total volume used through the independent inlets.

How should I submit readings for two registered meters?

Submit the current reading for each meter separately in its corresponding field. Match each reading to the meter’s serial number so that the supplier can calculate consumption correctly.

Can an extra meter help monitor a particular branch?

Yes. A branch meter can show how much water is used in a kitchen, irrigation line or another section. If it is downstream of a common meter, its volume is already included in the common meter’s total and must not be added again.

Can the two meters be different models?

Yes. The meters do not have to be identical. Each model must suit its own supply line, installation position and operating conditions, and meet the supplier’s requirements for billing.

What information helps me choose suitable meters?

Prepare photos of the pipework, the existing meter details and installation-space measurements. Together with the water supplier’s requirements, these help a specialist select the right connection size, flow range and installation arrangement.

What should be recorded when the meters are commissioned?

Record each meter’s serial number and initial reading, and check that these match the commissioning documents and supplier records. Complete the required sealing and registration so that each device is correctly identified for billing.

Can both meters send readings automatically?

Yes, with suitable remote-reading equipment and a compatible receiving system. Both meters must be connected and registered in that system. Once configured, this can reduce the need to collect and submit readings manually.

Choosing meters for your property

Before seeking advice, prepare photographs of the pipework, installation-space dimensions, existing meter details and the water supplier’s requirements.

Compare specifications in the Schetchik.uz water-meter catalogue. Make your final selection after checking the arrangement and the conditions for accepting the meters for billing.
