Were you living in another city or working abroad while waste charges continued at your registered address? Start with the calculation: which service, which months and how many people were included?

What happened?
On 14 October 2026, the Competition Committee reported that nearly UZS 22 billion in unjustified debt had been recalculated for about 800,000 citizens. The main review concerned waste collection; around 100 absent citizens were also identified in homes receiving drinking water without meters. This reports an adjustment of debt, not a cash distribution of that amount.
Which period can be recalculated for waste collection?
Paragraph 37 of the rules approved by Resolution No. 95 addresses changes in the number of registered persons. With supporting documents, recalculation runs from the actual change; without them, it covers the preceding three months. An application alone does not automatically erase a debt.
What may document your absence?
The rules list evidence such as a record prepared by the citizens’ self-government body or a service organisation employee, registration information, and border or migration marks. Prepare evidence relevant to the disputed period. Submit copies and retain the originals.
Unmetered water follows separate rules
Do not automatically apply the waste rule to water. Paragraph 114 of the water supply rules under Resolution No. 194 requires written notification of changes in resident numbers within five working days and a three-party record. For an existing dispute, ask the water organisation to identify in writing the applicable rules and documents for your period.
Is automatic recalculation already available to everyone?
The Committee reported proposing integration between billing and migration data. That does not establish that your trip has already been accounted for automatically. Check your account and the outcome of your request.
A practical way to check the bill
- Request a breakdown showing service, months, tariff, person count, payments and outstanding balance.
- Compare the calculation with your absence dates and supporting documents.
- Submit a written request to the service organisation. Keep a copy and its registration number.
- Ask for a written response and a revised calculation. If you disagree, submit the documents to the Competition Committee: 1159 or +998 71 207-48-00.
A short request template
To [service organisation] From [name, address, account number] Please review the household waste collection charges for [dates]. During this period, [name] was temporarily absent from the stated address because [circumstances]. Supporting documents: [list]. Please check the number of persons included, recalculate where grounds exist, and provide an itemised calculation and a written response identifying the legal basis. If more evidence is needed, please specify what is missing. Attachments: [document copies]. Date, signature, contact for reply.
An editorial template, not a mandatory official form. State only accurate circumstances. This template concerns waste collection.
Frequently asked questions
Select a question to read the answer
Does an empty home mean no utility payments at all?
No such general conclusion follows. Each service has its own calculation rules. This article concerns correcting waste charges.
Is a plane ticket compulsory?
Paragraph 37 lists several forms of evidence. The relevant issue is whether the document supports the change and disputed period.
Can I request a full year without documents?
The rule in paragraph 37 provides for the preceding three months without supporting documents. Another period requires grounds and evidence.
Will money be refunded automatically?
That cannot be promised. Charges must first be checked and the outcome documented. Correcting debt and recovering money already paid are different issues.
Is a phone call enough?
A written request with a registration number and attachments is easier to follow up and verify.
Will a water meter remove waste debt?
No. Water measurement and waste collection billing are separate services.
Can I stop paying other bills during a dispute?
This article creates no exemption from other payments. Challenge the specific charge and request a written explanation.
Where can I turn after a refusal?
You can send the calculation, your request, evidence and the organisation’s reply to the Competition Committee. Contact: 1159, +998 71 207-48-00.
Start with an itemised bill. Specific dates and evidence are more useful than a promise to erase every charge.
