Ahead of winter, greenhouse owners face a choice: change their heating source or invest in environmental equipment for their boiler plant. New rules cover a designated zone in Tashkent and five surrounding districts. They do not require everyone to return specifically to gas.
Which locations are covered?
Tashkent city and the Yukorichirchik, Kibray, Yangiyul, Zangiata and Tashkent districts of Tashkent region. The Ecology Committee’s official explanation says Cabinet Resolution No. 586 establishes a special environmental regime for greenhouse operations in this zone. Do not assume that the same conditions apply to every greenhouse nationwide.
Does the deadline mean switching only to gas?
By 1 December 2026, greenhouses using coal, briquettes or biomass pellets must switch to energy sources specified in the resolution or meet the complete requirements for solid-fuel use. Listed options include natural and liquefied gas, electricity, geothermal and solar energy, and secondary heat from thermal power plants. Operations in the zone require a positive state environmental assessment. Equipment selection and connection feasibility must be checked for each property.
Can a greenhouse keep using coal?
A filter alone is insufficient. The requirements must be met together: automatic fuel-feed and combustion control; dust and gas cleaning with specified performance; conformity certification for the relevant equipment; continuous emissions monitoring through CEMS with data sent to the Committee; integrated online cameras; uninterrupted and backup power for the relevant systems; and compliant waste handling. Unauthorised equipment changes affecting operation and outside its technical documentation are prohibited.
What upgrade support is available?
The announced programme provides subsidies covering 50% of eligible costs for specified equipment and technologies until 1 January 2028, capped at UZS 50 million per hectare. This does not mean that half of any renovation bill will automatically be reimbursed. Check eligible expenses, documents and the application procedure before buying.
Where should owners start?
Confirm whether the property is inside the designated zone, document the current fuel and boiler configuration, and review existing approvals. Clarify the requirements, connection options and support conditions with the responsible bodies. Then compare the whole project cost, including equipment, installation, connection, service and monitoring.
❓ Frequently asked questions
Select a question to see the answer ↓
Is a gas connection guaranteed?
No. Listing an energy source as an option does not guarantee a connection for a particular property.
Can a gas leak alarm replace CEMS?
No. Leak detection and continuous emissions monitoring serve different purposes.
What does the subsidy formula mean for one hectare?
UZS 80 million of eligible costs would give an illustrative UZS 40 million calculation. UZS 150 million would reach the UZS 50 million cap. These examples are not funding approvals.
Is fitting a filter enough?
No. All applicable solid-fuel requirements must be met together.
Does your greenhouse run on gas, coal or electricity? Which transition would be realistic for your business?
Official Ecology Committee explanation, 22 October 2026
Checked on 25 October 2026. Confirm the requirements for your project and support eligibility before purchasing.
