Starting the month will no longer always mean transferring the entire contracted energy amount upfront. For a UZS 10 million monthly contract value, the initial advance is UZS 1.5 million. Eligibility depends on metering and payment discipline.

What changes on 1 November?
Decree PF-175 provides for a 15% advance from 1 November 2026 for businesses meeting the conditions. Decree PF-202 clarified the rules for exemplary consumers. This changes the payment arrangement rather than the energy tariff.
A UZS 10 million contract: what is paid first?
If the monthly contracted value of the relevant resource is UZS 10 million, 15% is UZS 1.5 million. Compared with full prepayment, UZS 8.5 million need not be transferred at the outset. This difference is not a discount and does not cancel subsequent payments.
Calculate the initial advance
Use only for resources meeting the conditions. This does not determine eligibility, tariffs or the next top-up date.
Who qualifies?
Electricity requires connection to the automated electricity metering system, and gas requires the corresponding gas system. The meter must allow remote control; the initial decree specifies remote disconnection and reconnection. Eligibility also involves no overdue debt, payment discipline over the preceding two months, and compliance with consumption and metering rules. Household consumers are excluded from this category.
Further payments follow consumption needs
The initial 15% is paid before the reporting month begins. Consumers can then top up in instalments during the month according to their needs. This is not permission to consume the whole month on credit. Supply may stop automatically when account funds run out. That automatic stoppage due to exhausted funds is not itself treated as a breach of payment discipline.
Is an application required?
Eligibility for the 15% advance is determined automatically from metering and billing data, without a separate application or supplementary agreement. If you believe the conditions are met but the account still requires 100%, ask the supplier to check the account data and explain the arrangement applied.
Why a modem alone is insufficient
GSM or PLC identifies a communications method. It does not by itself prove connection to a particular supplier’s system or the required remote-control capability. Confirm the approved model and connection requirements with your supplier before buying. Replacing the meter does not guarantee eligibility.
When can status be lost?
Overdue debt, disruption of data exchange attributable to the consumer, meter interference or unlawful consumption can lead to loss of status. Once the requirements are met again, the 15% arrangement resumes automatically from the next reporting month.
Other changes provided for
Businesses connected to the automated systems will no longer have to submit written electricity and gas consumption reports. Electronic conclusion of supply contracts is also provided for. Payment for the resources consumed remains due.
What to check before the month starts
Check the contracted monthly value, billing position, data exchange and meter capabilities separately for electricity and gas. Greenhouses and certain other categories have special provisions; the general 100% → 15% example must not be applied to them automatically.
Frequently asked questions
Select a question to read the answer
Can a household pay just 15% too?
This article concerns businesses and exemplary-consumer status. Household billing is governed separately.
Is this a 15% tariff or a discount?
Neither. It is the initial advance rate. Actual consumption is still charged at the applicable tariffs.
Can the remaining 85% wait until next month?
The rule does not provide that general promise. Top up during the month as needed; exhausted funds may stop supply.
Does an existing GSM meter qualify?
Not necessarily. Connection to the supplier’s system, remote control and the other eligibility conditions matter.
Must I sign a supplementary agreement?
A separate application or supplementary agreement is not required for automatic determination of the 15% advance entitlement.
Does a zero-balance shutoff remove status?
Automatic stoppage solely because funds run out is not itself a payment-discipline breach. Overdue debt and other violations are separate issues.
Are electricity and gas assessed together?
Each resource has its own contract, billing and metering system. Eligibility for one does not establish eligibility for the other.
Does the calculator establish eligibility?
No. It calculates an advance from the values entered. Entitlement depends on metering and billing information.
